Implementation details
Marking the project billable here sets the default for time entries logged against it, though that default can still be overridden on individual time entries if needed.
Operational considerations
Because projects exist within a specific workspace, a workspace ID has to be known and passed explicitly -- there's no concept of a project that spans multiple workspaces, so each one belongs to exactly one and can't later be moved to a different workspace once created, even by an account admin.
