What this operation supports in Okta
Creates a new user account in Okta from a submitted profile (first name, last name, login, email, and similar attributes), optionally including initial credentials.
Request behavior and expectations
An activate parameter on the request controls whether the new user is activated immediately (triggering Okta's standard activation email) or left in a "staged" status for manual activation later.
Implementation details
The login and email fields are typically the same value but don't have to be, and Okta enforces that the login value is unique across the org before the user can be created.
Use cases
Creation of new user entities in automated onboarding scenarios.
- Bulk onboarding: create multiple users from HR data feeds into Okta and downstream systems.
- Department-based provisioning: assign group memberships and app access upon creation.
- Self-service user expansion: automate profile completion after initial enrollment in Okta.
- Compliance: ensure required attributes are present for governance reporting.
